English Language Instruction for Newcomers to
Canada
Free LINC is provided for Permanent Residents (Landed Immigrant)
or Convention Refugees 17 years and older, by the Government of
Canada through Citizenship and Immigration.
Thunder Bay Multicultural Association LINC School offers both
full- and part-time classes to suit your needs, and instruction
levels (Benchmarks 1 to 7). (Visit http://www.language.ca for

If you have children between 6 months and five years of age,
free child care is available while you attend classes.
Remember, language classes are available for every adult in your
family, not just the person who may be looking for work.
Newcomers who want to attend LINC Classes or
LINC Home Study first must have their English
language proficiency tested by a trained assessor.
Thunder Bay Multicultural Association is the LINC
Assessment Centre for Thunder Bay and district.
The Assessment
The CLB assessor will test the learners language skills in
speaking and listening, reading and writing, and recommend
placement in a LINC program suitable to the learners abilities,
interests and needs.
The assessment takes approximately 2 hours to complete.
Before an assessment can be done, the newcomer must provide
Proof of Immigrant Status , either in the form of
a CIC Confirmation of Permanent Resident document or a Permanent
Resident card.
LINC Home Study
If you are a Newcomer in either the District of Thunder Bay or
Kenora who is eligible for LINC , but unable to attend regular
classes for the following reasons, you may* be able to study
English at home through the LINC Home Study Program:
- health issue(s) preventing classroom attendance
- lack of transportation to classroom programs in your
region
- employment scheduling conflict(s), such as rotating shift
work
- lack of classroom programs in your region
- lack of child-minding services for your LINC classroom
programs
- children too young for the child-minding program in your
region
